EPO Munich (DE)

The European Patent Office (EPO) - the second-largest public institution in Europe, with 7 000 staff members and a self-financed annual budget of EUR 2bn - is looking for an advisor in VP 4's office.

The Vice-President DG 4 (VP 4) heads one of the five directorates-general of the European Patent Office (EPO) and reports direct to the President of the EPO. VP 4 is a member of the Management Advisory Committee (MAC) with responsibility for all aspects of general administration. This includes policy-making and management in areas such as human resources strategy and support activities, the Office-wide buildings portfolio (including facility management), central procurement, the New Main building project in The Hague and relations with the staff representatives. All are highly sensitive areas which make crucial contributions to the accomplishment of the EPO's mission. VP 4 is also one of the EPO's biggest budget owners.

Reporting direct to VP 4, the successful candidate will contribute to the development of DG 4's mission and the smooth implementation of projects stemming from the strategic roadmaps relating to DG 4. This role entails the following:

Main duties
• Supporting the Vice-President in his work by advising him on all issues arising within DG 4
• Advising and supporting the Vice-President in decision-making processes by ensuring that DG 4 departments prepare timely briefings, reports, analyses and recommendations
• Supporting the Vice-President and senior managers in the co-ordination and implementation of the EPO roadmaps on HR and buildings, as well as providing assistance on specific projects
• Drafting letters, briefings and articles
• Co-ordinating and following up decisions taken by the President or Vice-President in DG 4's area
• Ensuring smooth and effective communication with all hierarchical levels, within and outside DG 4
• Acting as facilitator within and outside of DG 4
• Any other duties as assigned by the Vice-President

The net (basic) monthly salary* for this vacancy ranges from EUR 5223 to 7 396, depending on experience. In addition, depending on their personal circumstances, EPO staff may be entitled to relocation benefits and various allowances (e.g. household, dependant's, childcare, education, expatriation, installation, rent and language allowance).

* after deduction of EPO internal tax and before deduction of staff contributions to the social-security and pension schemes.

Duration of the contract
The contract will be for the duration of three years, extendable by 2 further years.

Procedure and timeframe
The successful candidate will be selected on the basis of qualifications, supplemented as appropriate by interviews, tests and/or a personality questionnaire.

It is intended to hold the interviews in calendar week 48 in Munich.

Profile
The Vice-President and his office are looking for an experienced professional, highly committed to the EPO and its goals, and to tackling the future challenges facing the organisation. The ideal candidate will have a multidisciplinary profile gained inside or outside the EPO, a proven professional track record in an international environment and the ability to deliver results.

The ideal candidate will also have
• a relevant master's degree, e.g. in public or business administration, public law or a similar discipline
• several years of experience across as many relevant areas as possible, e.g. support services, HR, facility management, procurement, etc. (multidisciplinary profile)
• experience as a consultant in strategy/management/organisation and/or HR (including performance management)
• capacity to promote change coupled with project management experience in international organisations
• sound knowledge, preferably acquired in an international environment, of the internal workings of large corporations and/or public-sector international organisations
• excellent interpersonal skills
• ability to establish and maintain effective working relationships with diverse stakeholders, including senior management
• excellent analytical and listening abilities coupled with strong organisational skills, and the ability to manage multiple tasks
• ability to draft strategic documents, management communications
• ability to analyse, examine and propose amendments to legal texts and contracts

Minimum qualifications
• Diploma of completed studies at university level or – in exceptional cases – equivalent professional experience.
• Excellent knowledge of one official language and ability to understand the other two.
• Citizenship of one of the member states of the European Patent Organisation.
