The Council of Europe, based in Strasbourg, France, is a political organisation founded in 1949 to promote greater unity among its Member States. Today its membership numbers 46 States across Europe, working together to promote democracy, human rights and the rule of law and to develop common responses to political, social, cultural and legal challenges.

The European Court of Human Rights was set up in 1959 by the Council of Europe as one of its principal mechanisms for enforcing the obligations entered into by contracting states under the European Convention of Human Rights which protects the civil and political rights and freedoms of Europe's 800 million citizens.
