The EIB, the European Union's bank, is seeking to recruit for its Corporate Services (CS) - Information Technology (IT) – Business Services Department (BSD) - Risk Management & Best Banking Practice Division (RB) –Credit Risk & Regulatory Unit (CRR) at its headquarters in Luxembourg, a:

Financial & Credit Risk Applications Officer

This is a full time position.
The term of this contract will be 4 years.

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose
Within the Business Services Department, the primary role of the Risk Management and BBP Division is to deliver IT solutions and services in the fields of Risk Management and Business Intelligence. The Division comprises three units: Credit Risk & Regulatory, Data Warehouse & Reporting and Financial, Liquidity & Operational Risk. The Financial & Credit Risk Applications Officer will drive the development, implementation and maintenance of Risk Management solutions, covering 5 off-the-shelf applications and 6 bespoke solutions. These solutions ensure that the computations required for the Bank’s reporting are consistently and accurately performed in alignment with the standards outlined by the Basel Supervisory Committee. Additionally, s/he will promote Best Banking Practice to rationalise risk data architecture, move away from spreadsheet-based solutions, consolidate the risk area under main applications domain and support new risk application developments.

Operating Network and Specific Post Environment
The incumbent will report to the Head of the Credit Risk & Regulatory Unit and whenever required to the Head of the Risk Management and Best Banking Practice Division. The Unit is composed of 4 internal staff and 9 external consultants. Externally, s/he will deal on a daily basis with key external parties (software vendors, providers of outsourced services, peer groups) in the Risk Management area in order to optimise the level of service and to stay abreast of best practices. Internally, s/he will cooperate with counterparties from the Risk Management and the Finance Directorates in order to make sure that appropriate internal service provision and control are maintained and to ensure understanding of the IT methodology.

Accountabilities
The Financial & Credit Risk Applications Officer will be responsible for:

- Ensuring that the risk management software solutions are in line with the IT policies and that qualitative and quantitative objectives are achieved
-Taking project management responsibilities for assigned Risk Applications projects; ensuring the completion of projects within the set schedule, budget and quality objectives
- Maintaining a portfolio of several Risk Applications, either directly or with the assistance of external consultants
- Further developing tailor-made applications, notably related to financial risk, counterparty management and derivatives valuation
- Analysing and proposing possible technical solutions or customisations in line with the business requirements following IT plans
- Leading workshops/discussions to understand project goals, workflows, complex business needs, gaps, and opportunities
- Reviewing and approving all technical documentation related to the approved solution before implementation
- Acting, where required, as a central coordination to ensure the delivery of expected risk solutions
- Providing specialised advice to clients (business users) on application systems and on operational and functional problems
- Delivering certain projects part of the Best Banking Practice (BBP) programme management

Information about the selection process

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages

Qualifications

University degree in Information Technology, Mathematics, Finance or related fields
At least 3 years of professional experience in an IT function, particularly in the coordination, design, development, implementation and maintenance of Risk Management software such as IBM Algorithmics, Moody’s Analytics Risk Authority, CreditMetrics, SAS OpRisk or similar tools


Key technical/professional knowledge and skills

Excellent knowledge of finance and risk management, including Basel regulatory frameworks, quantitative finance principles, ALM, credit and liquidity risk
Practical experience in software development life cycle and project management, including supervision of development teams
Experience with relational databases and development languages e.g.: Unix scripting, Python, P/L SQL, PHP, Java/J2EE
Fluent in English and/or French(*), and a good working knowledge of the other European languages would be an advantage
