The EIB, the European Union's bank, is seeking to recruit for its Corporate Services Directorate (CS) - Information Technology (IT) – Transversal Services Department (TSD) - Information Technology Management Office Division (ITMO), at its headquarters in Luxembourg, a:

(Senior) Transversal IT Project Manager

- This is a full time position at grade 5/6
- The term of this contract will be 4 years
- The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose
The primary role of the Information Technology Management Office Division is to provide transversal value-added services (Budget and Contract Management, Project Portfolio Management, Enterprise Architecture, IT Communications, and Transversal Project Management) to the rest of the IT Department and to drive and manage other initiatives such as providing strategy and vision with regards to Technology or ensuring alignment between business and IT.

The Transversal IT Project Manager’s role will be to take responsibility for planning, executing and evaluating large scale projects in all areas of Information Technology (IT). The role involves building and managing project teams, and reporting to the Head of Unit Transversal Project Management within the IT Management Office (ITMO) Division as well as the Project Sponsors in the IT and business areas during the lifetime of projects.

Operating Network
The successful candidate will report to the Head of Unit Transversal Project Management within ITMO and will work closely with the team members of the different IT Divisions in which projects are being run at any particular time, and with business users who are involved in those projects.

S/he will interact with EIB staff at all levels to ensure project deliverables are achieved in time, within budget and at the agreed level of quality. S/he will maintain contacts with relevant suppliers and vendors, professional associations and other external experts.

Accountabilities
The (Senior) Transversal IT Project Manager will be responsible for:
- Contributing to define policies for IT services as well as for the applicable methodology related to project management with regard to the short, medium and long term to ensure that overall IT strategy and policies meet the business strategy of the organisation and internal/external IT trends and developments
- Formulating business cases and project plans, including budget, scope, resources and timing in the relevant Project Management Methodology documents
- Taking full ownership of the projects under responsibility and act as a key driver to improve the IT-business relationships
- Executing and evaluating Transversal projects in all areas of IT, ensuring a high quality of deliverables and respecting predefined budgetary and planning constraints, operating in an autonomous and exemplary manner, seeking the intervention of the Head of Unit and/or Division on exceptional cases
- Coordinating, supervising and executing key IT processes related to project management, in order to ensure successful delivery of Transversal IT projects
- Ensuring that all team members involved in projects have the right competencies, objectives and motivation in order to ensure successful execution
- Providing guidance to the project team and supervise overall adherence to IT processes in own domain including scheduling, assignment and review of project work, and intervening when necessary
- Providing specific advice and recommendations on IT projects or their methodology which could be applicable Bank-wide. Acting as a senior adviser in terms of project methodology and its specific applications within the Bank.
- Managing relationships with representatives of the Directorates in order to ensure that appropriate IT-business relationships are built and maintained. Building team spirit across IT teams involved in Transversal IT projects
- Managing or participating in IT Department-wide initiatives and taking a wider view on the EIB’s business and the challenges facing the user community

Personality requirements and skills

Qualifications
- University degree in computer science or related discipline
- At least 5 years of work experience in IT project management with excellent knowledge of project management principles and best practices
- Experience in managing multicultural teams and in working in a team-oriented collaborative environment
- Knowledge of market trends and developments in the IT sector
- Proven record of project management success, both in results achieved and in use of methodologies
- Project Management Certification, Prince2, PM2 or PMP/PMI would be an advantage
- Good knowledge of the Bank’s IT landscape and its related processes/procedures would be an advantage
- Excellent knowledge of English and French (*). Working knowledge of other EU languages would be an advantage

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
