Job description, responsibilities and duties

´This is advanced technical services work in an integrated computer network environment. An employee in this classification performs a full range of system administration functions with minimal direction and/or technical support. An employee in this classification is responsible for installing and configuring system software; performing advanced troubleshooting; and assisting in developing information management plans, researching and designing systems to implement plans, and developing and coordinating user training programs. Supervision may be exercised over other technical personnel. Work is performed under limited supervision.



ESSENTIAL FUNCTIONS:

• Troubleshooting and problem solving day-to-day SQL, NoSQL databases, MQ and other high performing data stores issues

• Focusing on high performance and scalability aspects of software hosting on Linux platform

• Creating and optimizing database objects, stored procedures, tables, views, indexes

• Deploying applications and maintaining deployment scripts

• Reporting and Analysis Services

• Database Capacity Planning

• Work cross-functionally to solve problems and implement changes.

• Communicate regularly with appropriate stakeholders, including management and internal/external client representatives regarding various inquiries/updates.

• Present oral and written reports defining plans, problems, and resolutions to appropriate stakeholders, including management and internal/external client representatives.

• Ability to understand and operate in a “Change Management Methodology” environment.

• Performs a full range of system administration functions in order to control systems and attain maximum utilization and efficiency.

• Participates in the development and implementation of agency information system policy in order to establish agency operating standards and procedures. • Develops, coordinates, and conducts agency-wide training programs in order to provide agency personnel with required skills and knowledge of system capabilities.

• Researches, recommends, installs, upgrades, and configures software for PC's/servers with multi-user operating and/or networking systems in order to establish and maintain agency information systems. This also includes certain third-party or in-house applications.

• Directs and oversees the work of system support staff in order to ensure work is accomplished in an efficient and effective manner.

• Other job related duties as assigned.

BASIC QUALIFICATIONS:

Formal education level: Bachelor's degree with preference in Computer Science, Information Systems or equivalent work experience.



Training: Technical training, Good knowledge and/or experience with the latest versions of Microsoft Windows (client and server versions), Linux (Red hat- Centos server), all applications in the Microsoft Office Professional Suite. Experience with VmWare preferred.



Specific skills & proficiency level:

• Knowledge of complex multi-user network systems.

• Knowledge of operating systems on PC's and servers.

• Knowledge of complex software applications on PC's, servers, and networks.

• Knowledge of proper computer system data security/backup procedures.

• Knowledge of basic supervisory techniques.

• Ability to develop and manage user-oriented computing activities.

• Ability to develop and coordinate training programs.

• Ability to train personnel in all phases of computer utilization and application.

• Ability to communicate effectively orally and in writing.

• Ability to troubleshoot and solve complex technical computer problems.

• Ability to perform research and make recommendations to management on technical computer issues.

• Ability to draft agency automated information system policies, procedures, and standards.

• Able to perform with little or no assistance under normal circumstances

• Ability to operate in a remote, multi-site & matrixed, self-directed, team environment.

• Ability to adapt in a changing work environment (changing priorities / job tickets) including long working hours as systems problems arise.

• Ability to prioritize and meet deadlines within specified time constraints.

• Ability to stay current with changing technology.

• Application development, implementation and maintenance and experience utilizing structured methodologies.

• Knowledge of business operations relating to network strategies.

• Ability to troubleshoot network problems including TCP/IP, e-mail, Windows 2000/2003/2008 Server, Linux Red Hat /Centos, Website, SQL 2005/2008, SQL Database log shipping, VMWare, Red Gate Backup, Remote Access and other network related software and tools.

• Structured project management expertise



Experience:

• years of IS and business/Industry work experience, with 4 years of on-site support experience preferred.

• Experience with Intel / Microsoft based servers, laptop and desktop equipment and skills/tools related to diagnostics, configuration and level 2 repair.
