Job description, responsibilities and duties

Project Sourcing Specialist will be responsible for liaising with Project Management Team and Parts Sourcing Fulfillment Team, driving sourcing processes related to Conversion, Modification & Upgrade outages, in accordance with PS Parts Sourcing Team’s processes and initiatives. Responsibility is to ensure the most efficient and accurate processing of all transactions, with the overall goal of:
Minimizing the total cost of transactions while orders are delivered on time and are of high quality.

Essential Responsibilities:
• Project Sourcing Leader will partner with PS Project Managers to ensure externally sourced scope is purchased at the best price, and quality and that it ships on time to meet required need dates.
• Responsible for supplier selection, preparation of request for quotations, offer evaluation and all related communication with supplier.
• Responsible for the fulfillment and preparation of negotiation and closure of contracts (purchasing agreement and contract of works) for external sourcing of services and materials of complex project scopes.
• Work with Parts Sourcing Fulfillment Team to set sourcing strategy, identify compliance requirements and prioritize expediting of parts and materials.
• Provide advanced Level 2” expediting and/or work with engineering on alternate part selection for critical parts when Parts Sourcing Fulfillment team cannot improve promise date to meet outage requirement.
• Manage the resolution of any other issues impacting externally sourced scope including negotiation of contractual conditions with suppliers, checking of contract fulfillment, complaints and claim management.
• Coordinate with Strategic Sourcing Key Commodity Leaders on supplier selection & strategy
• Work with respective Supplier Quality Engineers to ensure the use of qualified suppliers and to resolve supply chain issues
• Sourcing representative on the proposal team in ITO to ensure compliant and competitive proposals
• Ensure sourcing inputs to the proposal are timely, accurate and reflect needed scope
• Responsible in the execution phase (OTR) for reporting of purchasing completion on running projects, monitoring of project cost savings and On Time Delivery plus other Key Performance Indicators.

Personality requirements and skills

Qualifications/Requirements:
• Bachelor's or Master's degree from an accredited technical university or college or equivalent knowledge or experience
• Proven experience in supply chain, sourcing, engineering or field engineering role in power generation industry
• English language proficiency at the commercial level is a requirement.
• Elementary knowledge of contracting (Purchasing Agreements and Contracts for Work)
• Proficient in MS Office applications including Outlook, Excel, Word and Power Point

Desired Characteristics:
• ERP purchasing system experience (Oracle or SAP)
• Advanced knowledge with procurement and sourcing processes in tender and execution stage, expertise in preparation of cost calculation, ability of analytical evaluation of data.
• Good knowledge of the concepts of Purchasing Agreements and Contracts for Work
• Demonstrated program and/or project management skills
• Excellent communication skills including reading and interpreting contractual documents
• Highly motivated, self-directed and resourceful
• Demonstrated ability to be effective in a cross-functional, cross-cultural team environment
• Flexibility ability to develop strategic plans and performs purchasing transactional tasks at the same time
• Ability and willingness to travel up to 20% to time, domestically and internationally
