Org. Setting and Reporting
This position is located in the ERP Solution Division, United Nations Department of Management Strategy, Policy and Compliance in New York. Reporting to the ERP Director, the position directs the day-to-day implementation of the ERP's work plan, focusing on best practices for the ongoing architecture and integration of the Umoja solution. With a hybrid techno-functional focus, the Principal Officer manage the tightly integrated workstreams of Umoja with defined work areas to assure optimal span of control and effective segregation: the Finance and related functional integration workstreams (FI/CO, SPPM, HCM/PY, and SCM); and, the teams responsible for the related development, technical integration and delivery operations, including Software, Release Management, SAP Security, Applications, ERP BI, and Licensing controls. Since the focus of both posts is interchangeable, the two must therefore possess an all-around techno functional ERP expertise, as they manage the various business requirements including DMSPC, DOS and OICT.

Responsibilities
Under the guidance of the ERP Director, the incumbent to lead with the other Principal Programme Management Officers, the formulation and implementation of the ERP's work plan to ensure the ongoing development and maintenance of the ERP solution [Umoja] taking into account both the functional and technical fit of the solution and the evaluation of inter-operability of implemented workstream processes as well as the related software and systems aspects, with particular attention to:

A. Solution Architecture:

• Direct the evaluation and implementation by the ERP teams of all components concerning Umoja's Solution Architecture and the related technology roadmaps, including fit-gap and technical integration assessments and the evaluation of enhancements and upgrade proposals, ensuring holistic determination of cross-functional, cost and effectiveness implications of the same.
• Oversee the analysis of formulated business requirements mapped to the appropriate Umoja solution architecture cross-points in order to translate the same into detailed technical solutions to be built or adjusted taking into account overall integration fitness and their interoperability with the implemented workstream processes as well as with the related software implications in mind.
• Advise senior business counterparts in understanding implications of requirements and proposed changes with respect to impact to organizational entities, process, functional integration, specification of the standard functionality, options for and risks of customization, timeline requirements, etc.

B. Techno-Functional Integration & Development [including upgrade and enhancement plans]:
• Assure sound planning and implementation of techno-functional integration of all developments and process changes across all workstreams and technology of the Umoja solution [such as between FI/CO, SPPM, HCM/PY, and SCM], aswell as the related interfaces to other UN Enterprise and existing UN systems [including the Siebel-based Customer Relationship Management system (CRM) and EMC2 Documentum, etc].
• Oversee the Continuous Improvements program, directing the specific delivery of related development, configuration and system requirements so as to assure proper functioning and continuous enhancement of the Umoja solution. Maintain consistency between the agreed baseline scope and commitments through a documented end-to-end change control process.
• Ensure that implementation of approved upgrade paths and solution roadmaps are supported by preceding feasibility and technical integration plans determining all touch points, dependencies and the related testing scenarios.

C. Systems Administration, Landscape Management and Security
• Oversee and direct the effective operation of the entire landscape of the SAP systems engineering with the related infrastructure connecting points required for the effective operation of the ERP Umoja Solution, including upgrades, finetuning optimization, interfacing, mobile, cloud integration and the corresponding security requirements.
• Oversee the day-to-day administration of the ERP SAP systems and landscape.

D. Delivery and Release management for the respective areas of assignment:
• Oversee the IT planning and release management processes of the Umoja solution, including alignment between infrastructure and application development, through the governance matrix which oversees the ongoing development of the ERP Solution: the ERP's Technical Architecture Review Group [TARG] and the Change Control Board (CCB).

E. Software and Licensing controls:
• Discharge the above responsibilities by assuring the GA mandate for minimal customization and maximal alignment to best ERP and SAP practices, ensuring optimal licensing management.
• Oversee security compliance and harmonization of controls in order to improve the Umoja internal control framework with a focus both on licensing compliance as well as on optimal risk management and cost-optimisation.

Competencies

• Professionalism: Advanced and broad knowledge of the various components of an ERP architecture and operation, including the requirement for effective integration of the scope of processes of the Umoja solution which serve the UN's intertwined operational requirements , such as finance, personnel, contractual services, logistics, supply management, etc, which are usually cross-funded by different financing vehicles and in different fiscal periods. Knowledge of functional areas of relevance to the UN's ERP Public Sector implementation is required, specifically FINANCE (FM, GM, FICO, FS), HR (HCM, OM, Payroll), and SCM (Logistics, S2A/SRM, Demand/Supply Planning).Knowledge of SAP systems and technical areas. Knowledge of Basis and related SAP systems administration. Knowledge of SAP Solution Manager. Ability to provide SAP Landscape architecture advice and support. Education
Advanced university degree (Master's degree or equivalent) in Computer Science, Engineering, Business Administration, Finance or related field is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of fifteen years of progressively responsible experience in the implementation of computer systems-based solutions for Finance processes and either Supply Change Management or Human Capital Management processes with Finance integration in a public sector global operation is required.

Experience with end-to-end management of an ERP Solution Architecture, encompassing from integration and functional design to build and roll-out of functional solutions as well as the related software configuration, landscape plans, release management and subsequent deployment planning processes is required.

Experience with IPSAS implementation is desirable.

Experience within the UN system or analogous international organization is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
